NAIC Withdraws Support for Agent Comp MLR Exclusion Effort
The National Association of Insurance Commissioners (NAIC) on June 12 backed away from supporting a congressional bill, H.R. 1206, that would exclude agent compensation from medical loss ratio (MLR) calculations.
NAIFA-Texas President Cylinda Clark expressed outrage that the plenary assembly of NAIC, which includes all voting members, would not support one of its own task forces which voted as recently as June 30 to endorse H.R. 1206.
“Health insurance agents,” said Clark, “will continue to see their incomes drop unless Congress acts to change the MLR formula in the HHS regulations.” She noted that NAIFA-Texas has worked tirelessly as a partner in the Texas Coalition of Health Insurance Agents to advocate for agent inclusion in federally mandated health insurance reforms. “Excluding agent commissions from the MLR calculations is a critically important part of NAIFA’s mission to keep agents in business,” said the Texas president.
